Two applications for purpose-built student accommodation developments and mixed use ground floor commercial unit were submitted to City of Edinburgh Council July 2024. After refusal at Development Management Sub-Committee in November 2024, appeals were lodged to the DPEA in February 2025. Following successfull written responses, DPEA issued ‘Notice of Intention to Grant’ in August 2025.
Both the sites formed a challenging location, due to the housing allocation within City Plan 2030 and formed part of a wider residential planning permission. The sites are to be developed under two separate ownerships. SHP worked closely with project team in preparing Planning Statements, liaising with the team on design evolution and advising on/contributing to other supporting documents. After submission of planning applications, SHP undertook negotiations with the council during the application process.
Through engagement with lawyers and obtaining legal opinion on PBSAs forming part of the housing allocation, SHP proactively advised the client team of submitting appeals to the DPEA. Following up with an efficient and successful advice throughout the appeal process and through engagements with lawyers, SHP was successful in effective communication with the DPEA and in receiving minded to grant consents for both the planning applications.
